Sheriff John Budensiek disclosed that while Woods successfully passed a breathalyzer examination for alcohol impairment, he subsequently declined to undergo urinalysis testing when requested by authorities.

“When it came time for us to request a urinalysis test, he refused, resulting in charges for DUI with property damage and refusal to submit to lawful testing,” Sheriff Budensiek stated during a press briefing. Drug recognition specialists present at the scene indicated Woods displayed signs of impairment potentially linked to “medication or drug” consumption, though definitive evidence remains unavailable due to his test refusal.

Florida statutes legally permitted Woods’ denial of urine testing, though this decision automatically triggers DUI charges under state regulations. The sheriff emphasized the potentially catastrophic nature of the incident, noting the narrow two-lane road where the crash occurred could have resulted in severe consequences had oncoming traffic been present.
