The bombing occurred as US Special Envoy Steve Witkoff and senior officials prepared for Miami negotiations regarding the next phase of the Gaza agreement, which anticipates greater challenges including international stabilization forces, technocratic governance establishment, Hamas disarmament, and Israeli territorial withdrawal.
