The incident unfolded on Saturday night in New York Harbor, triggering an enormous multi-agency search and rescue operation that brought together local law enforcement, fire departments and federal maritime authorities. Shortly after the boat capsized and overturned in the busy harbor, first responders pulled 12 surviving passengers from the chilly water. Aggressive life-saving efforts were not enough to save the two victims, who were pronounced dead at the scene.
In addition to local criminal charges, U.S. Coast Guard investigators have opened a separate probe into whether the vessel was operating as an illegal charter, a common safety violation in busy recreational boating hubs around New York City.
